Le Chiffre - is an external feature-rich hack. Since it is a public cheat, I strongly recommend reimplementing the cheat logic to make it as unique as possible, or at least changing the filename (as well as it's hash) of the executable file after compilation to minimise the VAC ban risks.

Is there a specific language that is better for making cheats on FACEIT or is C++ fine. What would be better internal or external ? If I was just going to use it for my self what kind of bypass would I need?
Free cheats often aren't particularly good either, since the developers who make these cheats are just learning how to make game cheats or can't devote a lot of development time to their hacks since they don't make any money to fund their development. If you want to cheat in CSGO for a long time we recommend choosing a private hack.
