The term fair game is used to describe policies and practices carried out by the Church of Scientology towards people and groups it perceives as its enemies. Founder of Scientology, L. Ron Hubbard, established the policy in the 1950s, in response to criticism both from within and outside his organization.

Hubbard wrote that, “Since we can now handle all types of cases, disconnection as a condition is cancelled.”

Here is the oft quoted 1967 policy letter that lays out the “may be deprived of property or injured by any means… May be tricked, sued or lied to or destroyed.” But there were earlier references to Fair Game in policies of 1965:
“Fair game” is a term which is often intentionally misinterpreted and used by apostate Scientologists and other critics to unfairly tarnish the Church. The “fair game” policy was cancelled in 1968, more than four decades ago, expressly because it was susceptible to misinterpretation and misuse.
Far from a strange aberration, Scientology in fact embodies many of. the obsessive concerns with secrecy, information-control, and sur- veillance that ran throughout Cold War America. Indeed, with its policies of "security checks" and "fair game," Scientology developed.
