The reason why you can't purchase NFS The Run on Steam anymore is because EA delisted the game since August 2021 along with Need for Speed Carbon, Need for Speed Undercover, Need for Speed Shift and Shift 2: Unleashed. It's specifically due to expired licenses.
However, the game is still being sold on Origin. If there would be any rights issues with the distribution they would have to either alter the game or pull it from Origin too. I have two theories on why they didn't publish The Run. The first one is an issue with publishing rights.
