Trying to launch the game again only gets an error saying the game is already running. The only way to get rid of this is to turn off the Steam Client from the Task Manager and interestingly, Max Payne 2 is not running there either, so the game is absolutely not launching at all.
You probably need the 'max payne startup fix', it exists for both mp1 and mp2, but even with that some other issues will come up. For Max1 I compiled a complete fixpack that can be found in the guides section:

So i wanted to play the game on steam but when i click it steam says game is working but it doesnt starts, and doesn't show up on task manager too. And i cant close the game. I have Windows 10 Pro installed on my pc. Please help.
Here's what I did to make mine work. It actually took me a long time, an hour to find a solution for me that actually worked! -Rename the folder containing the games. Remove the spaces of the folder that contains the .EXE and all the important files of the game. e.g. Max Payne 2 > MaxPayne2.
Download Max Payne 2 Fix Linux from here or Thriteen AG's official repository,extract to game folder. https://thirteenag.github.io/wfp#mp2. Go to Steam>Max Payne 2:The Fall Of Max Payne>Compatibility>General>Launch Options.
Have you tried the right click, properties and then run as windows xp server pack 2? either that or run the game in low resolution. You could also try restarting the PC
