Even in the timeline that Accord bailed and quarantined on the grounds that Zero is coming close to unleashing the virus on Midgard, Brother One can still find and kill her, with an added bonus of being hailed as a hero who slain the scourge and establishing the watcher cult with greater success.
Brother One is pretty much the catalyst for both Drakengard 1 and Drakengard 1.3, even he realizes that everything is his fault in the end.
